			<content:encoded><![CDATA[<p>French company Poly Implant Prothese (PIP) caused some controversy earlier this year when they sold defective breast implants to some countries across Latin America, and now Brazil is taking steps to make sure it never happens again. The country introduced tighter regulations to ensure every silicone breast implant sold in the country is safe and effective, Reuters reports.</p>
<p>The new rules are much stricter than in previous years. Now, each implant has to be certified through a national quality control body, where it will be tested for its resistance to tears as well as the presence of any toxic chemicals.</p>
<p>The law is a necessity given that no such regulations existed in Brazil. It is an especially good idea given the popularity of plastic surgery in the country. A 2010 study from the International Society of Aesthetic Plastic Surgery found that Brazil ranked third in the total number of surgical and non-surgical procedures performed, behind the United States and China.</p>
<p>Plastic surgery is so popular in Brazil that the country&#039;s legislature recently made it tax deductible. According to Allure magazine, the deduction covers everything from breast implants to tummy tucks and works retroactively back to 2004.</p>

<p>This is the first implant that causes a reduction in blood-vessel architecture, which the breast cancer tumors depend on. Most importantly, the surface does not deter healthy cells so the breast implant recovery process is not be affected. In lab tests after just one day, researchers saw a 15 percent decrease of the production of protein VEGF, which endothelial breast cancer cells latch onto.</p>
<p>More research has to be conducted before the implant is available and approved by the FDA. If this does get approved, it could be a perfect solution for women who undergo breast reconstruction after a breast cancer diagnosis that leads to a mastectomy.</p>
<p>Regardless of a person&#039;s reasoning behind opting for breast augmentation surgery, patients should ensure they are well prepared for the recovery process and surgery itself before going under the knife.&nbsp;</p>

Andrea Torres of the Miami Herald shared her own experience with the publication, as she underwent a bilateral mastectomy last November and struggled with her decision to get breast implants.</p>
<p>Torres confided in a psychologist at the University of Miami&#039;s Courtelis Center for Psychosocial Oncology that she didn&#039;t feel beautiful anymore without her breasts, and it was becoming a constant internal battle.</p>
<p>&quot;You are not your breasts,&quot; the psychologist replied. &quot;There is more to you than that. You have a pretty face. You are intelligent and interesting, and that makes you beautiful.&quot;</p>
<p>However, Torres looked at various studies, which showed women with larger breasts tend to have higher levels of certain hormones that promote fertility. Another study conducted by researchers at New Zealand&#039;s University of Wellington looked at men&#039;s eye movements to see where their eyes were first drawn when they met a woman &#8211; 80 percent were fixated on the chest and midsection first.</p>
<p>Torres added that not every woman gets breast augmentation after their cancer &#8211; one of her co-workers even suggested getting tattoos over the scars. However, Torres knew that wasn&#039;t who she was. She wanted to feel beautiful again.</p>
<p>After Torres made her decision, the plastic surgeon inserted the expandable implants to stretch the skin. Torres opted for saline breast implants, which have made her feel &quot;less alien.&quot; She is satisfied with the results and feels as though she made the right choice.</p>
<p>&quot;For cancer patients like me, whose real breasts were like time bombs, advances in plastic surgery have been miraculous,&quot; Torres wrote in the article.</p>
<p>According to the American Society for Aesthetic Plastic Surgery, a good breast augmentation candidate is someone who has low self-esteem because their breasts are too small, often find that clothes fit well around the hips but too large around the bust-line, or feel uncomfortable in certain outfits or swimsuits. Additionally, women whose breasts have changed since pregnancy or after losing an excessive amount of weight may make good candidates.</p>
<p>Before an individual goes under the knife, it is important she is well-informed about the recovery process as well as the surgery itself. Listening to personal experiences like Torres&#039; may help some women make the decision.&nbsp;</p>
